Duties and Responsibilities:

  • Assist Construction Officer with construction projects contracted by the Turtle Mountain Band of Chippewa Indians.
  • Assist with Engineering financial management of all assigned projects (price management, cost analysis, cost estimates, bid schedules, create spreadsheets, commitment registers, pay requests, and project closeout financial documents).
  • Assist with Self Determination Public Law 93-638 contract proposals,
  • Assist with the development of construction contracts, specifications, contract awards, notice to proceed, construction monitoring forms, change orders, progress reports, punch lists, final reports and state tax exemption requests.
  • Assist with all scoping letters for concurrence to other Federal Agencies (SHPO/THPO clearance, Fish & Wildlife, Soil Conservation Service, etc.), this required the using of correct grammar, punctuation, style, scope content, organization & logic.
  • Comply with the Turtle Mountain Band of Chippewa Indians and funding agency construction procurement process.
  • Assist with scope of work for bid packages, bid advertisement, bid opening compliance, evaluation of responsive and responsible bidders, bid package review for proper bid item submissions, concept of price analysis to review contract proposals and bids, bid abstracts, review of plans/specifications/submittals/requests for information/construction schedules/shop drawings/pay applications and pre-construction meetings for approved projects.
  • Assist with Pre-Final & Final Inspection documents.
  • Assist with all closeout project documents, such as but not limited to, notice of completion, reconcile project budgets, final accounting spreadsheet, as-built, and final engineering reports. This required with the using of correct grammar, punctuation, style, scope content, organization & logic,
  • Assist with maintaining and updating all construction project documents.
  • Adhere to assigned work schedule, follow correct procedures on time, and attendance.
  • Assist with Office Management duties, such as, ordering office supplies, purchase order submittal, track/record inventory, etc.
  • Competent in prioritizing and work with little supervision.
  • Manage agendas/travel appointments/engagements etc.
  • Manage project financials accounting procedures.
  • Coordinate and schedule office and project activities.
  • Create and update records and project database.
  • Preform administrative and advanced clerical duties in support of department.
  • Successfully work with diverse cultural related issues and incorporate the traditional ways and beliefs into assigned job duties.
  • Bring a positive attitude and strong work ethic into the workplace and assist in creating a positive working environment.

Qualifications:

  • Successfully completed 24 college credit hours in administration or accounting. Bachelor degree is preferred.
  • Working knowledge or ability to comprehend local, state, and federal codes.
  • Must attach resume.
  • Must be willing to be interviewed during screening process.
  • Knowledge of or ability to master contracting process fundamentals, federal acquisitions, contracting directives/publications, budgeting, funding procedures, contracting pricing, grant management and federal/tribal procurement.
  • Budget experience with state, federal, and tribal organizations.
  • Strong organization skills and understand task assignments and schedules.
  • Excellent written and verbal communication skills.
  • Proficient in Microsoft Word and Excel.
  • Ability to use independent judgement and initiative to preform administrative and advanced clerical duties in support of department.
  • Proven experience as an office administrator.
  • Outstanding communication and interpersonal abilities.
  • Proficient in multi-tasking and prioritizing using strong problem-solving skills, as well as excellent critical thinking and judgment.
  • Detail oriented and comfortable working in fast-paced and time sensitive office environment.
