Duties and Responsibilities:

  • Assist Engineering Department with construction projects contracted by the Turtle Mountain Band of Chippewa Indians.
  • Review drawings, specifications, and manuals to prepare for inspections.
  • Test and evaluate materials with respect to construction specifications and test procedures to ensure the utilization of materials capable of yielding durable finished products.
  • Assist with Self Determination Public Law 93-638 contract proposals.
  • Assist with all scoping letters for concurrence to other Federal Agencies (SHPO/THPO clearance, fish & Wildlife, Soil Conservation Service, etc.). This required the using of correct grammar, punctuation, style, scope content, organization & logic.
  • Comply with the Turtle Mountain Band of Chippewa Indians and funding agency design and construction procurement process.
  • Assist with scope of work for bid packages, bid advertisement, bid opening compliance, evaluation of responsive and responsible bidders, bid package review for proper bid item submission, concept of price analysis to review contract proposals and bids, create and review bid abstract, review plans, review specifications, review submittals, create and review requests for information, review construction schedules, review shop drawings, review pay applications and participate in pre-construction meetings for approved projects.
  • Assist with evaluating the performance of construction inspection, by others.
  • Assist with inspecting and project review during construction by monitoring conformance with plans, specifications, codes, regulations and progress of construction schedule.
  • Interpret contract requirements to determine whether construction work performed is in compliance with plans and specifications.
  • Assist with Pre-Final & Final Inspections to evaluate the work performed and materials used.
  • Assist will all closeout project documents, such as but not limited to, notice of completion, as-built verification and final reports.
  • Utilize sound judgment to interpret and identify construction plans and specifications to make sound field decisions.
  • Adhere to assigned work schedule, followed correct procedures on time and attendance.
  • Demonstrate flexibility in meeting project change requirements during construction season.
  • Successfully worked with diverse cultural related issues and incorporated the traditional ways and beliefs into assigned job duties.
  • Bring a positive attitude and strong work ethic into the workplace and assisted in creating a positive working environment.


  • Minimum of H.S. Diploma or GED required.
  • At least 10 years of construction experience.
  • Working knowledge or ability to comprehend local, state and federal codes.
  • Ability to solve problems using sound professional judgment, creativity and innovation.
  • Knowledge of or ability to master contracting process fundamentals, federal acquisitions, contracting directives/publications, budgeting, funding procedures, contracting pricing, grant management and federal/tribal procurement.
  • Strong organization skills and understand task assignments and schedules.
  • Ability to use Microsoft Word and Excel.
  • Ability to read design plans and specifications.
  • Ability to comprehend and learn to utilize design software.

Position will work in both a field and office setting. Field work will include exposure to the elements including inclement weather.
